Certificate Processing

How to Handle COI Requests at Scale — Without Burning Out Your Team

Certificate of insurance requests grow with the book. A system that worked at 20 clients breaks at 200. Here is how to build a COI workflow that handles volume reliably — and what to do when your team can no longer keep up.

Every growing insurance agency reaches the same inflection point: COI requests arrive faster than licensed staff can process them. What started as a manageable part of the day becomes a morning backlog, then an afternoon catch-up, then client complaints about turnaround times. The problem is not that your team is slow — it is that COI processing volume is structurally tied to book size, and book size is supposed to grow.

Why COI Volume Is Harder to Manage Than It Looks

A certificate of insurance is not a single static document. Each COI request may require:

  • Pulling current policy data from your AMS to confirm active coverage and limits
  • Checking the certificate holder's required additional insured language (which varies by contract, lender, and government entity)
  • Issuing the ACORD 25 with the correct form, limits, and wording
  • Delivering it by the required method — email, fax, portal upload, or direct to the holder
  • Filing the issued certificate in your AMS for audit and E&O purposes

At low volume, this takes two or three minutes per certificate. At high volume — particularly in construction-heavy or contractor-heavy books where clients may request dozens of certificates per week — it becomes a full-time role.

Building a Scalable COI System

The agencies that handle high COI volume without constant backlogs share three operational traits:

1. A single, consistent intake channel. COI requests that arrive by email, phone, text, and client portal simultaneously create triage overhead before any certificate is issued. A single intake point — a dedicated email address, a shared task queue, or a client portal — routes all requests to the same place and makes it possible to work the queue efficiently rather than hunting for requests scattered across channels.

2. Pre-built certificate templates in your AMS. Most agencies have clients whose certificate requirements are predictable: a regular lender always wants the same additional insured language; a general contractor always needs the same limits. Pre-building these templates inside Applied Epic, AMS360, EZLynx, or HawkSoft reduces routine certificate issuance to a two-minute operation rather than a custom build every time.

3. Dedicated processing capacity. The most common mistake is assigning COI processing to account managers or producers on top of their regular client work. The result is unpredictable turnaround — fast when they have time, slow when they do not. Dedicated processing capacity — whether an in-house CSR, a back-office VA, or an outsourced COI team — delivers consistent turnaround regardless of what else is happening in the agency.

When to Outsource COI Processing

Outsourcing becomes the right answer when one or more of the following is true:

  • COI requests regularly go more than 30 minutes without acknowledgment during business hours
  • Your account managers are spending more than 20% of their day on certificate requests
  • A backlog develops every Monday morning or after any holiday
  • You have hired or considered hiring a dedicated CSR solely for COI processing
  • You have received client complaints about certificate turnaround

At that point, a specialist COI processing service — one that works inside your AMS, commits to 30-minute turnaround on routine requests, and handles volume spikes without requiring you to hire — costs less, performs better, and scales with your book without fixed headcount risk.
